The SNP have rounded on the Labour-run Glasgow Council after their Single Outcome Agreement 2008-11 Annual Performance Report flagged up 46 areas in which the Council was not making enough progress towards the targets it set itself.
Across 189 targets, 22 were designated 'amber' and 24 'red' with the Council unable to provide information for 44 further indicators.
The areas officials noted as greatly concerning include training for young people at the Construction Skills Academy, where fewer than half the target number of trainees have been recruited, employment levels, free swimming for young people and pensioners, provision of respite care, reducing homelessness,involving residents in their local community, the amount of land being developed across the city, the level of construction in Glasgow and the percentage of local people who rate their neighbourhood as a good place to live.
Of particular concern are council efficiency savings which fell from £42m in 2006/07 to just £26.8m in 2008/09.
Commenting, SNP MSP for Glasgow Bob Doris said: "Labour have been letting Glasgow down for decades - and their own report card proves it.
"Instead of investing their record settlement from the Scottish Government in better educational opportunities for Glasgow's young people, they are frittering it away as they fail to make efficiency savings. By their own admission, this is a concern.
"Folk across the city are concerned about the lack of community and builders are struggling through the Downing St downturn. Labour's failure to recruit people for the Construction Academy - at a time when it is more important than ever that we maintain skills in our local economy - raises real questions over their ability to deliver on promises of apprenticeships across the city.
"Only an SNP victory in the forthcoming by-election will send a message that will shake the Labour establishment in George Square and London to its core - enough is enough, the people of Glasgow will not be taken for granted any longer."
SNP candidate in the forthcoming Glasgow North East by-election, David Kerr added: "While Labour may talk a good game about results, their own report tells the real story – and it is the SNP who are investing in action which delivers results.
"With our small business bonus, we are helping small and family-run local firms weather the recession and emerge stronger.
"With investment in 3,000 new university places, we are ensuring our young people get the opportunities they deserve.
"And with the Regional Selective Assistance grants announced by First Minister Alex Salmond last weekend, we are supporting 1,505 jobs across the city with over £6.8m of investment.
"Together, the SNP and the people of Glasgow have what it takes to thrive."
