Factoring Bill passes first test

Bob Doris MSPGlasgow MSP Bob Doris has hailed the introduction of the Property Factors (Scotland) Bill as it passed Stage One by unanimous acclaim at Holyrood today, Wed 8 December. The proposed legislation would introduce a property factors register and provide for the resolution of disputes between homeowners and property factors.

Speaking in Edinburgh this evening, Mr Doris said: "Rogue factors have blighted the property scene in Scotland for too long, causing misery for thousands.

"I am delighted that the Property Factors (Scotland) Bill has passed Stage One in the Scottish Parliament and I congratulate Patricia Ferguson for bringing it to the chamber.

"As a long standing supporter of the statutory regulation of factors, I have been delighted to work on a cross party basis for the benefit of home owners in Glasgow and across Scotland. Good factors will have nothing to fear from regulation but the ‘cowboys’ will need to shape up or ship out.

"This Bill is about protecting homeowners by driving up standards and I would hope examples of de-registration would be few and far between.

"Amendments will be needed at Stage Two of the parliamentary process to strengthen the legislation but I look forward to this Bill becoming law in the next few months".
