Thursday’s Housing Scrutiny Committee agreed its programme for the next few months but refused to examine Second Stage Transfer. SST is the plan for local tenants to take over ex-Council Housing from Glasgow Housing Association. The reason given was that the Scottish Executive and Parliament are looking into it and there is nothing the Council can do. However, the SNP is not convinced. Firstly, the Scrutiny Committees are meant to be able to look at almost any Glasgow issue so the fact that the housing is no longer in Council ownership should not be an obstacle. However, secondly and more seriously, there is suspicion that the Scottish Executive is part of the problem concerning SST. If GHA’s budget was flawed and failed to allow for SST, then that would be the Executive’s fault. And maybe they don’t want to admit that just before an election!
