Annual performance reports are normally dry as dust. At Policy & Resources on Tuesday the report was up for approval and included an explanation as to why the Council's present committee system is being abolished.

John Mason suggested that Labour should explain more clearly why they are changing the system. He suggested they add the following: "We accept that this means there will be less democracy in the Council but consider that this is a price worth paying in order that the Labour group should have a tighter hold on power." At least that would have been a more frank explanation than the one given!

It was clear that Labour councillors did agree with this statement. However, they declined to include it in black and white by 18 votes to 3.
