The SNP in Glasgow campaigned against the housing stock transfer to
GHA. Our fear was that promises to tenants would not be
kept. Sadly these concerns have proven correct.
One of the key promises was a decentralisation of power to local
tenants groups. Now GHA is openly seeking to do the exact
opposite and keep power at the centre.
GHA is a staff led body with only token tenant involvement on its
board. To some extent this is inevitable with such a large
and complex organisation. A similar situation exists with
the huge housing associations in England. By contrast,
smaller housing associations in Scotland are actually controlled by
their tenants. Several of the LHOs (Local Housing
Organisations) in Glasgow have the potential to become fully tenant led
stand alone housing associations. For example, in the
Baillieston area, Tenant Controlled Housing is completely tenant led
and has been preparing for second stage transfer for
months. But GHA has been delaying and delaying and neither
Communities Scotland nor the Scottish Government has stepped
in. One of the key reasons for this appears to be that a
second transfer will cost money to set up and no one is willing to
write the cheque. Of course, if the original transfer had
been to tenant bodies, GHA would never have been required!
The SNP in Glasgow City Council calls on the Scottish Government and Communities Scotland to:
- force GHA towards a speedy transfer of housing to local tenant controlled organisations;
- provide the cash needed to make these transfers happen;
- abolish GHA at the earliest possible opportunity.
