  1. Primary School Buildings
    The funding of the overspends of some £8 million was approved for Phase 4 of the building programme. The SNP questioned when we might hear plans for Phase 5, however, Labour refused to give any details. They did say they were interested in using the SNP’s Scottish Futures Trust as a means of funding.
  2. Workforce Pay & Benefits Review.
    Labour accepted that the process had been slow for some staff. They also accepted that if executive directors had to deal with individual appeals rather than groups it would take longer; they said this would be discussed with unions. Our concern is that executive directors may not have the hands-on knowledge to deal with all the appeals and they may be swamped by the volume.
  3. Joint venture for Property and ICT (Serco)
    The report shows the joint venture being cheaper than the Council by about 25%. (Officers did supply us with details of the public sector comparator.) We said we were not convinced that current inefficiencies (which make the Council more expensive) could not be removed if the service remained inhouse. We moved continuation for a further report detailing the current inefficiencies and why they could not be dealt with inhouse. Supported by Green/LibDem but lost 10 v 5.
  4. LLP for Surplus Land & Property.
    We argued that we might get some money quicker using this route but that we would get less money in the long run as the private partner would get a cut. It would also tie the Council’s hands if we changed our minds about a surplus property and had to buy it back at a higher cost. Again lost 10 v 5.
  5. Sale of land (greenspace) to Govanhill Housing Association.
    We supported Green motion to continue this until further sites had been investigated. Lost 8 v 5.
